The Role of Government in AI Enablement: Insights from RAISE 2020

India's RAISE 2020 (Responsible AI for Social Empowerment) summit was more than a conference. Organised by the Ministry of Electronics and Information Technology, it was a bold declaration that AI must serve everyone — the "AI for All" mission writ large on a global stage. Among the voices shaping the "Role of Government in AI Enablement" session was our CEO, Dr. Saurabh Mishra, who delivered a keynote titled "AI to Guide Policy Decisions in India: Towards Community Resilience, Inclusive Growth, and Sustainable Development."

Saurabh's message cut to the heart of what makes AI either a vehicle for equity or simply another tool for the already-advantaged: governments must stop observing and start architecting.

From Strategy to Reality

For AI to drive genuine empowerment, Dr. Mishra argued, policymakers must become active architects of Cognitive Infrastructure — not just fund research labs, but build the data systems and institutional capacity that allow AI to deliver real-world change. The keynote laid out three threads that run through every meaningful national AI strategy.

The first is community resilience: using AI-driven data architectures to better understand and manage localised risks, ensuring that both urban and rural communities can adapt to economic and environmental shocks. The second is inclusive growth — and here Saurabh made a distinction that matters. The challenge is not just supplying skills; it is creating actual labour demand. By fostering AI-enabled services, India can leverage its historical strength as a services powerhouse to generate hundreds of millions of new opportunities. The third thread is sustainable development: utilising AI to monitor forward-looking signals, from infrastructure investments to public procurement, so that long-term projects are grounded in evidence rather than fragmented data.

Building Together

The session, moderated by Dr. Abhay Karandikar (IIT-Kanpur), made clear that no single actor can do this alone. A nurturing environment for AI requires a genuine partnership between the state, academia, and the private sector. Governments must create sandboxes for experimentation and hold the line on ensuring that technology serves as a vehicle for public value, not just efficiency gains for the few.
