Embedding lifecycle maintenance and whole‑life cost thinking into infrastructure projects

The problem

Many infrastructure projects are still planned, designed, and procured primarily around upfront capital cost, with lifecycle maintenance and performance treated as an afterthought. This leads to assets that are difficult or expensive to maintain, resulting in deferred maintenance, higher whole‑life costs, and premature need for major rehabilitation or replacement.

While asset-management standards and industry bodies advocate lifecycle approaches, in practice maintenance considerations are often weakly integrated into early option selection, design decisions, and procurement models. For example, maintainability, access, and long-term performance standards may be under-specified, or responsibility and funding for preventive maintenance may be unclear. The challenge is to translate lifecycle theory into pragmatic steps that owners and contractors can embed into project preparation and delivery.

  • Convert lifecycle-maintenance concepts into a concise, actionable checklist for early-stage planning and procurement.
  • Explain how different delivery models affect incentives to manage lifecycle performance and maintenance.
  • Provide concrete examples of design and procurement decisions that materially change lifecycle costs and performance.
  • Suggest how agencies could use analytics and tools (including ConstructChat) to benchmark lifecycle strategies against comparable assets globally.
