The problem
Invasive species can significantly delay or disrupt infrastructure projects through unexpected site restrictions, mandatory eradication protocols, and environmental compliance requirements. Contractors and their employees are often not well prepared to identify, manage, and plan around invasive flora and fauna on or near construction sites, leading to unplanned stoppages, scope creep, higher mitigation costs, and reputational or legal exposure when regulations are breached.
Currently, many project teams treat invasive species as a secondary environmental issue rather than a core construction risk integrated into planning, scheduling, and risk allocation. Public authorities may underestimate time and budget needs for compliant management, especially on linear projects that cross varied habitats. The challenge is to embed invasive-species risk management systematically into mainstream project preparation and delivery processes.
Success criteria
- Explain how invasive species create time, cost, and compliance risk in infrastructure delivery.
- Propose a simple risk management framework that can be integrated into early screening, design, procurement, construction, and O&M.
- Offer a concise toolkit for contractors and owners (e.g., checklists, training elements, site protocols, contractual clauses).
- Include 1–2 case examples where invasive species caused major delays or cost escalation, and how better planning could have mitigated these impacts.
